In 2026 states borrow scholarship's standing, and Moscow shuts out its institutions from Bonn to Bremen.
In March 2026 the V-Dem Institute in Gothenburg moved the United States from liberal to electoral democracy, the first such change in more than fifty years. It sorted the case by a published typology with stated thresholds and margins of error. The vote of 2024 still carries its election scores. Scholarship turns up on every side of the conflicts DURCHD8 has studied, as a measure others cite, a voice states borrow and a door they close.
Current State
As of 18 October 2026. Moscow has spent the year closing academic doors, and Brussels has just reopened one. In February Russia's justice ministry listed the DAAD, Germany's academic exchange service, as undesirable, and its office in Moscow closed. Reports name Stanford in April and the University of California at Berkeley in July. Bremen's Research Centre for East European Studies followed in August. Russia now bars the centre's members from research in Russia and Russian scholars from working with them. In February about 10,500 Russian students were still enrolled at German universities.
On 13 October the Council of the EU lifted its budget measures of 2022 against Hungary, and students and researchers at universities run by public-interest trusts regained access to Erasmus+ and Horizon Europe. Those who classify regimes will watch 3 November. V-Dem re-scores elections only in election years, and the American midterm vote will be the first new one it can measure.
Mechanism
Scholarship carries weight because others see in it knowledge held at a distance from interest. That standing gives scholars a hearing in ministries, parties and foreign capitals, and states have long spoken through it. In Soviet Moscow the Institute of World Economy and International Relations and the Institute for US and Canadian Studies formed the backbone of informal channels to Western policy circles, DURCHD8’s Ivashov study finds, and Yevgeny Primakov rose from the first to head the foreign intelligence service in 1991 and later the foreign ministry. In Beijing Wang Wen of the Chongyang Institute at Renmin University does such work today, state-affiliated and academically presented. In the Cold War the West had its own version, the Congress for Cultural Freedom and its magazine Encounter, run with CIA money.
The same standing draws bans. The University of Bremen called Moscow’s listing of its centre a further attempt to intimidate researchers. Standing can also be lent to a party. In 2013 economists around Bernd Lucke founded the AfD as a euro-sceptic professors’ project, and in 2015 the founders left and the national-conservative wing took over, as DURCHD8’s Zeitenende study records. What a state or a party borrows from scholarship is its standing.
At Stake
Scholars stand to lose contact and safety. Russian institutions and scholars are now barred from working with Bremen's centre, and some 200 Russians hold DAAD scholarships in Germany. Students can lose a programme run from Brussels: universities under Hungary's public-interest trusts were shut out of Erasmus+ and Horizon Europe from December 2022 until 13 October. Governments act on concepts, and a verdict borrowed from scholarship carries its standing. DURCHD8 found that the SWP study on Trump took its criterion and its conclusion from Levitsky, Way and Ziblatt without a test of its own.
Which of the concepts now steering decisions on Russia, America and Europe's defence has been tested where it was made, and who in a ministry would know?
Political Relations
Two pages on narrative warfare, DURCHD8’s own contribution to the academic debate, are filed here: the Narrative Warfare dossier and the Narrative Warfare Foundation case. Scholars and universities appear across the other pages as well, between states, alliances and institutes.
Universities stand between states. Before 2022 German universities counted 970 cooperations with Russian institutions, and on the day Russia invaded Ukraine Germany’s science organisations ended institutional contacts with Russia. In 2026 Moscow listed the DAAD and Bremen’s centre. The EU’s measures against Hungary’s government reached its students and researchers through Erasmus+ and Horizon Europe until 13 October. Scholars also feed the institutes. EDINA’s survey of European defence gathers country assessments from researchers at national institutes in Madrid, Rome and Tallinn. Academic measures carry weight in politics: V-Dem’s indicators fix the order of events in DURCHD8’s study of hybrid warfare, and the NATO study reads the alliance through some seventy theories of the social sciences and claims to integrate them, replacing none.
Research
DURCHD8 entered the academic debate directly on 7 December 2025. Humans: Narrative Warfare, Plain and Precise tells in short scenes, from the best hunter to the king and the state, how roles draw their resources from the meaning others find in them. A riddle published the same day addresses scholars. It lists five observations on the text, sets out forty-six concepts and asks which five the text never names, and why. The preprint Narrative Power: How Does Durable Coordinated Power Emerge? gives the formal derivation in its version of August 2026, among it the lemma that different positions can produce different evaluations of the same signal.
The case studies carry the derivation into the field and lay their theory open. NATO Consensus as Ceremony lists some seventy theories it applies and names replication on other cases as its test. Ivashov: Signal Within a Governed Information Environment traces the academic register as a channel between states, from Soviet institutes to Renmin University, and Zeitenende: Macht ohne Bedeutung ist bedeutungslos follows the ties between German and Russian universities up to the closure of the DAAD’s office in Moscow.
The preprint names its conditions and the riddle its task, and a seminar needs nothing more to test either.
